ABOUT THE SPEAKER

Ambassador Robert G. Joseph served as Under Secretary of State for Arms Control and International Security, and as U.S. Special Envoy for Nonproliferation (2005-2007). Prior to that, he served as Special Assistant to the President and Senior Director for Proliferation Strategy, Counterproliferation & Homeland Defense on the National Security Council (2001-2005).

Well-known for being instrumental in creating the Proliferation Security Initiative, and the architect of the Global Initiative to Combat Nuclear Terrorism, Ambassador Joseph has had a long and very distinguished career of public service. From 1992 until 2001, he was Professor of National Security Studies at the National Defense University, where he founded and directed the Center for Counterproliferation Research. His prior positions include Ambassador to the U.S.-Russian Consultative Commission on Nuclear Testing; Principal Deputy Asst. Secretary of Defense for International Security Policy; Deputy Asst. Secretary of Defense for Nuclear Forces & Arms Control Policy; Nuclear Policy/Planning Officer at U.S. Mission to NATO; as well as Asst Professor of International Relations/ Strategic Studies at Tufts University/Fletcher School of Law and Diplomacy; Tulane University; and Carleton College.

Ambassador Joseph was the U.S. chief negotiator to Libya in 2003, who convinced the Libyans to give up their WMD programs, an experience he recounts in his book Countering WMD: The Libyan Experience. He has received numerous honors and awards including the National Nuclear Security Administration Gold Medal for Distinguished Service; the National Defense University President's Award for Individual Achievement; the Department of Defense Distinguished Civilian Service Award; and multiple citations for Senior Executive Service Meritorious Achievement. Ambassador Joseph holds graduate degrees from the University of Chicago (MA) and Columbia University (PhD) and is currently a Senior Scholar at the National Institute for Public Policy.
