ABOUT THE SPEAKER

William J. Luti, Special Assistant to President George W. Bush is well known in policy circles as a key policy advisor in the war on terror. In this off-the-record Briefing & Discussion, Dr. Luti will share his insights into the President’s strategy and progress in the global war on terror and other critical issues.

Prior to assuming his current position as Special Assistant to President George W. Bush and Senior Director for Defense Policy and Strategy on the National Security Council, Dr. Luti served as Deputy Under Secretary for Near Eastern and South Asian Affairs, where he managed the Defense Department's relations with 27 Near East and South Asian countries. He also helped devise the U.S. government’s strategy for the war on terror, plan the worldwide changes in U.S. defense posture, develop new U.S. strategic partnerships with India and Pakistan, and advised senior policy makers on Israeli-Palestinian issues.

Dr. Luti served for 26 years as a naval officer in a wide variety of policy and operational assignments. He served on the Chief of Naval Operations Executive Panel; in the Office of the Speaker of the House as a legislative fellow; on the Chief of Naval Operations Strategic Studies Group; and as a Special Advisor for National Security Affairs for Vice President Cheney.

During his years of service in the Navy, Dr. Luti commanded an EA-6B squadron, the amphibious assault ship USS Guam, and the USS Nassau Amphibious Ready Group. He is a veteran of the 1991 Desert Storm air campaign and deployed with his amphibious assault ship to the Persian Gulf in response to the 1998 UN inspections crisis with Iraq. He accumulated over 3,000 hours of flight time and received numerous awards and decorations, as well as various unit commendations and campaign awards. In 2005, he received the Distinguished Public Service Medal, the Defense Department’s highest civilian award. Dr. Luti holds a Ph.D. from Tufts University’s Fletcher School of Law and Diplomacy, an M.A. from the U.S. Naval War College, and a B.A. from The Citadel.
